Synopsis :			The United States is an idea sustained through debate. The new Williamsburg digital Project*, “The Idea of America,” will be completed and available in 2009 and will have a major impact on the teaching and learning of US History and Civics in the nation. *(This request is for a 40 minute follow-up presentation to the one delivered at San Diego in 2007).
Copresenters:			The presenters: Michael Hartoonian, Richard VanScotter, and William White, all represent Colonial Williamsburg, and Jim Davis, SSEC, is project editor. The project, The Idea of America, has a blue ribbon National Advisory Board. Its honorary chair is former Supreme Court Justice Sandra Day O’Connor. The Board includes prominent historians, Joseph Ellis of Mount Holyoke College and Gordon Wood of Brown University. Others on the Board are Andrea Mitchell, journalist with NBC News; Richard Niemi, Professor of Political Science, University of Rochester; and Ron Rapoport, Chair, Government, College of William and Mary.

Rationale:			The student and teacher materials for "The Idea of America" are now near ready (2009)to be shared with the social studies profession—social studies methods professors, social studies curriculum leaders at local school districts, secondary history/government teachers, and we believe that the CS 4 membership should have access to these materials before they are made available to publishers, other educators, and the public at large in 2009. These digital online materials will illustrate the democratic value tensions and debates in American History and will also relate their relevance to contemporary issues that can be debated by students in a "virtual republic" - students from around the nation debating issues and developing shared policies for their resolution. Participants will be provided paper and electronic links to the program. States will also have the opportunity to establish workshops for their state’s social studies teachers through the Colonial Williamsburg Foundation. These one or two day seminars, held in the participant’s state, will help teachers implement "The Idea of America" in their classrooms. Graduate credit will also be available to teachers.

Synopsis :			This interactive session will introduce CS4 members to the content and learning strategies of the Choices Program. Digital and print resources will be explored. Presentation needs:			It would be very helpful to have internet access if we are going to engage CS4 members with the free online resources available from the Choices web site.
Rationale:			The Choices Program has a strong track record in schools nationwide. The materials are rigorous, based on scholarship, innovative, and encompass “Turning Points” in World and United States History and Current Issues. The materials are updated based on current research and unfolding events. The instructional strategies are engaging, flexible, and challenging. They also provide students with opportunities to become more informed and involved participants and citizens in their local, state, national, and global communities. The resources and programs from Choices could be a valuable addition to the work of CS4 members with their constituents.

Rationale:			Many members use the Ubd model for curriculum design and implementation. This website provides numerous examples that state level personnel can use in training. There are also numerous lesson ideas that can be used at various grade levels for districts that may not be able to develop their own.

Synopsis :			The Sandra Day O'Connor OUR COURTS curriculum is an innovative web-based curriculum that teaches civics from the perspective of the judiciary. This web-based curriculum is highly interactive and addresses standards. Participants will be given background information concerning the curriculum and will be able to participate in sample lessons and activities.

Rationale:			Although no one debates the necessity of teaching for democratic citizenship, civics instruction, like all of social studies, has been seriously reduced in recent years. In response to Americans' general lack of knowledge in civics, especially as it pertains to the judiciary, Sandra Day O'Connor organized the development of a civics curriculum intended for middle schoolers that teaches civics with a judicial twist. This curriculum, which will be piloted in the 2008-09 school year, will be ready for wide dissemination within a year of the conference and we would like CS4 members to have a first look at what this curriculum will entail.

Synopsis :			Members of the Academic freedom committee and one state’s union president offer a variety of tools to promote awareness and protection of academic freedom in public schools, including a brief review of the state of academic freedom, tips for teachers, and strategies for administrators.

Rationale:			The Academic Freedom Committee of the National Council for the Social Studies has been working to promote awareness and understanding of the state of academic freedom in K-12 schools and provide support for teachers and administrators as they engage with related issues. In this session, several members of the committee as well as one state’s union president share a brief overview of the state of academic freedom, advice for teachers from the NEA general counsel, and a sampling of practical strategies for administrators. The Academic Freedom Committee has a goal this year of getting the word out beyond the population of teachers who attend our NCSS panel sessions. We have learned over the past few years that there is a need for institutional definition and support of academic freedom at the state and district levels, and would like to present what we have learned in a forum of administrators who have the promise of helping institutionalize appropriate protections for academic freedom.

Synopsis :			This presentation focuses on the use of digital documentaries as presentation tools. Session attendees will learn how to convert PowerPoint presentations into dynamic digital documentaries that can then be burned onto CD's or stored on state websites for download. As part of the presentation, the attendees willl actually create a digital documentary.

Rationale:			Many of us have been affected by budget cutbacks that have restricted travel to present for schools and districts. The process to be explained in this session addresses this problem. Attendees will learn how to convert their PowerPoint files to .jpg format, import them into a free software program (Photo Story 3), add narration to each slide, and other techniques that help create dramatic, authentic documentary-style presentations. The finished products can then be stored on state websites for download, or burned onto CD's to be mailed. I implemented this process for the Kentucky Department of Education, and it is now being used across our office to rave reviews from the field.

Synopsis :			We will demonstrate Open Caucus, a free, non-partisan, national classroom activity that allows high school students to think about political engagement beyond voting and gain real-life experience in the electoral process. The demonstration will include a brief facilitation of the activity, copies of classroom materials, and one-on-one time with Open Caucus staff.

Rationale:			CS4 provides a unique opportunity for its membership to be introduced to a hands-on learning activity that teachers can use in their classrooms to engage their students in the political process. Open Caucus is provided free of charge and is available to high schools nationwide. It is easy to implement and requires only two 50-minute class periods. Through Open Caucus, high school students develop public platforms that reflect their visions for the issues they are most concerned with in their communities and in the world. Their visions are presented to the public along with the visions of students in other classrooms in their city and the nation, so that their voices can be heard during and after the November Presidential Election. Additionally, students from each region will be eligible for paid Youth Activist Internships in their area during Summer 2009.

Rationale:			The Census in Schools program is a component of the 2010 Census Integrated Communication Plan. The Census In Schools program provides educators with free materials that are correlated with national standards to educate students about the purpose and benefits of the 2010 Census. Census In Schools promotes statistical literacy, English language arts, and civic duty, exposing students to data related to their community and how that data affects their community. It is the Census Bureau's hope that students will impress upon their household members the importance of their participation in the 2010 Census and future decennial censuses and surveys. An accurate enumeration of children is essential for the funding and delivery of educational, health, social, and even recreational services.
